As part of its strong commitment to social responsibility, and in an effort to support political and democratic reform—in parallel with its ongoing work in developing vital economic, industrial, and service sectors—the Sector Development Forums (SDF) has announced the launch of the third edition of the Dialogue Development Forum (DDF), scheduled to take place in Brussels in September 2025 under the theme:
“Towards Institutional Reforms.”

The forum is an independent, non-profit initiative designed to create an open intellectual space for dialogue on ways to strengthen institutional reform, revive the constitutional process, and advance the building of a modern state founded on transparency, accountability, and participation.

This initiative reflects SDF’s strategic commitment to democratic and institutional transformation, as part of its broader vision for Libya’s development—one that spans governance, the economy, and other key sectors.

The third edition is expected to bring together a wide range of influential political and intellectual figures, as well as Libyan and international institutions and former partners who contributed to the success of previous editions of the forum.

The organizers hope this event will serve as a turning point in Libya’s national dialogue, contributing to the development of an independent Libyan model of political engagement that truly reflects the aspirations of the Libyan people to build a stable, democratic state.
As they affirm, no sectoral development can be sustained unless the state itself is built on strong and sound institutional foundations.
